Public charter is a fusion of the universal knowledge base, news, and something in the journal. Authority in public is an immense privilege — control and exposure is the commoners' demand. At its own index and scope of identicals, its scale to multiplex identities, it cannot be institutionalized. "ProClaimed Rights" is its inspect. It's not language yet, nor freedom of information at fault, nor a vision defect —pedantic personality at play, by nature because human defect is not knowing about it.
