Public speaking is a synthesis of the universal meta base, happenings, and everything at a glance. Speaking in public is a huge undertaking — control and exposure is the commoners' demand. At its own index and scope of identical, its scale to multiplex identities, it cannot be institutionalized. "Open Journalism" is its watch. It's not language yet, nor freedom of information at fault, nor a vision defect — pausable deniability at play, by nature because human defect is not thinking about it.
